Position Specific Information

Seeking a Contract to Perm Manager for Application Development to manage a team of Portal Web Application and Identity and Access Management S/W Engineers and System Analysts. Full Stack Experience required.



PURPOSE AND SCOPE:

Manages, organizes and controls the daily operations and activities of applications systems analysis and application developer personnel related to development activities for clinical and Practice Management Systems. Responsible for managing projects of various sizes and complexity.

Portal Web Application focus:


  • Experience managing Web App and Database Development Teams
  • Full stack experience required
  • Good knowledge of following technologies:
    • Technologies & Languages: Java, J2EE, Web Services, JavaScript
    • Frameworks: Spring, Hibernate, JMS, AJAX, Angular, Node, Oracle ADF
    • Protocols: HTTP, FTP, SMTP, TCP/IP
    • Web Servers & Application Servers
    • Data Modeling, PL/SQL
    • Search, Web Analytics
    • Salesforce platform for application development
  • Familiarity with Developing Mobile Apps and Mobile Architectures desired
  • Hands-on work experience in the above technologies desired
  • Experience managing routine maintenance & system administration activities including availability monitoring and configuration

Identity and Access Management focus:


  • Lead a team of S/W Engineers/System Analysts to deliver Identity & Access Management (IAM) Solutions for all Fresenius business units in North America
  • Provide leadership to a matrixed team in implementing and sustaining IAM solutions
  • Promote standardization of IAM solutions throughout the enterprise
  • Accountable for all Level 2 support operational activities of the IAM platform
  • Owns Level 2 support responsibility for break-fix and management of production incidents
  • Responsible for routine maintenance & system admin activities including version upgrades, availability monitoring, configuration, ad hoc help requests, and generation of reports
  • Experience with Java and Database technologies is desirable
  • Previous experience with Identity Management Systems (Oracle, IBM, ForgeRock, SailPoint, Okta, Microsoft Azure, etc) is highly desirable


PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Manages the development of software using various technologies to meet business requirements.
  • Manages all activities relating to the development, implementation, and escalated support of systems and projects and provides a single point of contact on projects. Takes projects from original concept through final implementation.
  • Creates and manages software development project plans, including strategic planning, milestones, and roadmaps
  • Monitors changes in business priorities and resolves conflicting demands of users and directs work assignments of database/programming/systems analysis staff.
  • Responsible for feasibility studies, time and cost estimates, and the establishments and implementation of new or revised applications systems and programs.
  • Provides technical guidance to technical team on all aspects of the software development life cycle.
  • Works collaboratively with business owners/stakeholders.
  • Maintains a successful relationship with other technical/development teams to coordinate the development, delivery, and ongoing support for software solutions.
  • Develops and maintains effective leadership skills in technical team leads.
  • Performs technical risk assessment analysis.
  • Manages on-going development and support issue tracking and resolution.
  • Performs postmortem to wrap up projects and take away lessons learned for continual improvement.
  • Supervises projects to ensure adherence to standards for system specifications, project plans, programming methodologies, system testing and documentation. Reviews project deliverables.
  • Consults with and integrates system development and implementation plans with other internal IT technical support staff.
  • Develop long range plans to provide adequate use of current technology in support of business.
  • Directs the selection, review, cost justification, design and implementation of new systems and system modifications.
  • Provides overall direction and guidance in the design, development, maintenance, and enhancements of business applications and related technologies.

  • Prepares management activity and progress reports on all systems analysis and programming activities.
  • Provides direct formal supervision to department staff establishing mutual goals and expectations at the beginning of the appraisal year, providing continual informal performance feedback during the year as well as being responsible for the formal annual performance appraisal process for the employees. Responsible for functions related to recruiting, hiring, firing, and disciplinary action for the department staff.
  • Evaluates and recommends hardware and software requirements for applications under development, as well as for growth requirements of existing systems.
  • Enforces Service Level Agreements and service escalation process.
  • Maintains current knowledge of application development tools and techniques, and control and reporting mechanisms.
  • Assist with various projects as assigned.
  • Other duties as assigned.

SUPERVISION:

May be responsible for the direct supervision of various levels of Application Development staff.

EDUCATION:

Bachelor’s Degree required; Advanced Degree desirable

EXPERIENCE AND REQUIRED SKILLS:

  • 6 – 8 years’ related experience.
  • 3+ years’ supervisory or project/program management experience preferred.
  • Experience in a Health Care Informatics environment is desirable.
  • Experience with Practice Management Systems and / or medical billing operations is desirable.
  • Proven applications and technical knowledge of large-scale enterprise systems.
  • Analytical and problem solving ability, excellent interpersonal and communications skills, multi-tasking and project management skills.
  • Demonstrated track record of success and career progression.
  • Excellent presentation and communication skills required.
  • Strong organization, project management, and process analysis skills essential.
  • An ability to negotiate vendor product features, functions, and schedules, on behalf of the company.
  • Must be able to read and comprehend complex technical documents.
  • Strong oral and written communication skills.
